Improvement of Regulations to Offer More Convenience for Companies Moving into the Harbor Hinterland Complex
- Expanding the types of businesses to convenience stores, restaurants, and hospitals and exceptional lease requirements for facilities installed by tenant companies
The Ministry of Oceans and Fisheries (MOF; Minister Kang Do-hyung) announced on Tuesday, December 31 that it would expand the types of businesses that can move into Class 1 Harbor Hinterland complexes to restaurants, convenience stores, and hospitals and ease the requirements for subletting facilities installed by tenant companies as the revision on the “Management Guidelines for Class 1 Harbor Hinterland Complexes” goes into effect.
Before the revision, the existing Guidelines limited the qualification for tenants in business support facilities to parking operation businesses; thus causing inconvenience for workers at companies located in the Harbor Hinterland complex due to the lack of convenient facilities. In addition, the requirements for leasing facilities installed by tenant companies were restricted to managing and operating the facilities, thereby limiting the use of idle space.
To address the problems, they sought expert advice from the relevant organizations and conducted a demand survey targeting tenant companies to identify the necessary business support facilities and seek ways to improve the efficiency of facilities installed by tenant companies.
As a result, MOF has permitted the establishment of 15 additional types of businesses including convenience stores, restaurants, and hospitals and clinics in the Class 1 Harbor Hinterland Complex business and convenience facility sites. In addition, regulations were improved to allow move-in by businesses that the management agency of a Harbor Hinterland Complex deems necessary for the operation of the hinterland complex after consulting with MOF.
Moreover, regulations were eased to allow tenant companies to lease the facilities they have installed to upstream and downstream industries so that the tenant companies can efficiently utilize idle space to create new added value.
“I hope that this regulatory improvement will upgrade the working environment in Harbor Hinterland complexes and lead to the business advancement of tenant companies, which in turn will create new cargo volumes in ports and revitalize private investment. Harbor Hinterland complexes are a key space for securing the competitiveness of domestic ports. We will do our best to revitalize Harbor Hinterland complexes and attract high value-added businesses through continuous institutional improvement,” Minister Kang Do-hyung said.
