Identifying Unnecessary Regulations at the Frontlines of the Marine and Fisheries Sector

- MOF hosts the 2023 Nationwide Marine and Fisheries Regulatory Innovation Competition
- Submissions from April 17th (Monday) to May 26th (Friday), final winners to be announced on June 30th (Friday)

 

 The Ministry of Oceans and Fisheries (Minister Cho Seung Hwan) will hold a nationwide contest for 40 days from April 17th (Monday) to May 26th (Friday) to identify regulatory innovation initiatives in the marine and fisheries sector.

 

 

 This year’s contest is being held earlier than last year to identify regulations that require improvements early on and to accelerate regulatory innovation. A self-review committee consisting of experts will be convened to select the most effective, feasible, and creative initiatives.

 

 

 The contest is open to the public, where anyone can draw attention to regulations that are unnecessary in the marine and fisheries sector, such as ▲ regulations that restrict entry into new technologies or new sectors, ▲ regulations that cause inconvenience to the public or businesses, ▲ regulations that reduce market autonomy and vitality, and ▲ regulations that are involve multiple ministries.

 

 

 Individuals wishing to take part in the contest may access the Ministry of Oceans and Fisheries website to submit their ideas on the improvements and the regulation details from dedicated submission pages, or send them via regular postal mail or email.

 

 

 The Ministry of Oceans and Fisheries will select six outstanding initiatives through its self-review committee, which shall be announced via the MOF website on June 30th (Friday), where the winners will be awarded cash prizes: 1st place (1 person) KRW 1 million, 2nd place (2 people) KRW 500,000, and 3rd place (3 people) KRW 300,000. Moreover, to encourage participation, 100 participants will be provided with coffee shop gift certificates via a lucky draw.

 

 The selected outstanding initiatives will be posted on the Ministry of Oceans and Fisheries blog to be communicated with the public. Furthermore, regulatory improvements will be promptly executed, and their status continuously updated via press releases.

 

 The Ministry of Oceans and Fisheries has worked through multiple approaches to improve regulations deemed unnecessary at the frontlines of the marine and fisheries sector. However, there have been opinions from the public stating that its effects were not readily recognizable since much of the government-led approaches were centered on public officials. Thus, the Ministry launched the first public contest last June to listen more closely to the voices of the frontline and to drive effective improvements. Regarding the five outstanding initiatives* selected last year, the Ministry continues to improve regulations, including revisions to laws.
